1: Θέλω (Strong'S #2309 — Verb — thelo — )

"to will, wish," is translated by the verb "to list" in  Matthew 17:12;  Mark 9:13;  John 3:8 . See Desire , B, No. 6.

2: Βούλομαι (Strong'S #1014 — Verb — boulomai — boo'-lom-ahee )

"to will, be minded," is translated "listeth" in  James 3:4 (RV, "willeth"). See Desire , B, No. 7.

LIST. The Old Eng. vb. ‘to list’ occurs in   Matthew 17:12 ,   Mark 9:13 ,   John 3:8 ,   James 3:4 . It means ‘to desire or choose.’

A variant of "lust" (see Lust ), meaning "to wish," found in the King James Version of  Matthew 17:12 parallel   Mark 9:13;  John 3:8 , as translation of θέλω , thélō , and in  James 3:4 as translation of βούλομαι , boúlomai . The last case the English Revised Version has rendered "will," and the American Standard Revised Version has made the same change throughout. The word is obsolete in modern English, but  John 3:8 is still used proverbially, "The wind bloweth where it listeth."
