Hastings' Dictionary of the Bible [2]

Counsellor . This is the spelling in modern editions of the AV [Note: Authorized Version.] . In the ed. of 1611 it is ‘counseller,’ except in   Ezra 8:25 ,   Proverbs 12:20;   Proverbs 15:22 , where the spelling is ‘counsellour.’ The word is used mostly of a king’s counsellor, or more generally of one who gives counsel. But in   Daniel 3:2-3 it means a justice; and in   Mark 15:43 ,   Luke 23:50 , it is used of Joseph of Arimathæa as a member of the Sanhedrin. In   Daniel 3:24;   Daniel 3:27;   Daniel 4:36;   Daniel 6:7 the peculiar word rendered ‘counsellor’ in AV [Note: Authorized Version.] is hesitatingly translated by Driver ‘minister’; RV [Note: Revised Version.] retains ‘counsellor.’

Hawker's Poor Man's Concordance And Dictionary [3]

One of the well known names of Christ, and most blessedly answering to his office, work and character in the hearts of his people. (See two beautiful proofs among a thousand.  Isaiah 9:6; Isa 48:16-17) This name at once sets forth the infinite dignity of his person, and the infinite suitableness of his salvation; "for in him are hid all the treasures of wisdom and knowledge." ( Colossians 2:3) In conjunction with the Father and the Holy Ghost, he was in the council of peace before all worlds, when the whole scheme of redemption was formed, and when it was determined upon, to be brought forth in time, and in its blessings to reach to all eternity. Wonderful Counsellor! give thy people grace to listen to thy gracious and divine teaching, "and to buy of thee gold tried in the fire." ( Revelation 3:18)

(usually יוֹעֵוֹ , Yoets , Σύμβουλος ), an adviser upon any matter ( Proverbs 11:14;  Proverbs 15:22;  2 Chronicles 25:16;  Ezra 4:5, etc.;  Romans 11:34), especially the king's state counselor ( 2 Samuel 15:12;  Ezra 7:28;  1 Chronicles 27:33, etc.); hence one of the chief men of a government ( Job 3:14;  Job 12:17;  Isaiah 1:26;  Isaiah 3:3, ebc.), and once of the Messiah ( Isaiah 9:5; Sept. Σύμβουλος , Vulg. Consiliarius ). The Chaldee equivalent term is יָעֵט ( Yaet ,  Ezra 7:14-15). Other Chaldee terms thus rendered are הִדָּבְרַין ( Haddaberin ), ministers of state or viziers ( Daniel 3:24;  Daniel 3:27;  Daniel 4:36;  Daniel 6:7), and דְּתָבָר ( Dethabar , one skilled in law), a judge ( Daniel 3:2-3). In the Apocrypha , Σύμβουλος , in the ordinary sense of adviser, is thus rendered (Wisdom of Solomon 8:9;  Sirach 6:6;  Sirach 37:7-8;  Sirach 42:21); also Συμβουλευτής ( 1 Esdras 8:11). In  Mark 15:43;  Luke 23:50, the Greek term Βουλευτής , which is thus translated, probably designates a member of the Jewish Sanhedrim (q.v.) (See Council).
