Fausset's Bible Dictionary [1]

Apharsachites identical ( Ezra 4:9;  Ezra 5:6), Apharsites distinct ( Ezra 4:9). There were mountaineers, Paraetacae, between Media and Persia, who may answer to the former. The latter seems to correspond to the Persians, in a local and restricted sense; else the Parrhasii.
