Vine's Expository Dictionary of NT Words [1]

1: διά (Strong'S #1223 3641 — Preposition — di' oligon — dee-ah' )

lit. means "by few." In  1 Peter 5:12 it signifies by means of few words, "briefly." The Rv of   Romans 13:9 omits "briefly," the meaning being "it is summed up."
